RNIS Update - May 1999
This update contains information on Angola, Democratic Republic of Congo, Congo-Brazzaville, Ethiopia, Eritrea, Somalia, Sudan, Uganda and the Kosovo crisis.

ETHIOPIA AND ERITREA

The border conflict between Ethiopia and Eritrea has persisted at fluctuating levels since May 1998. WFP is providing assistance to 272,000 Ethiopians displaced by the conflict but the appeal remains significantly under-resourced (WFP - 07/05/99). Oxfam reports that the living conditions of the displaced communities in Tigray are very poor. The IDPs are living in congested properties, which are lacking sanitation facilities and decent water supply for drinking and hygiene (Oxfam - 27/04/99).

WFP has also launched an emergency operation in Eritrea to the most vulnerable among the war-affected. Assistance will be given to 268,000 people consisting of 246,000 IDPs and 21,5000 Eritreans from Ethiopia (either forced deportees or voluntary arrivals). Only a limited number of households in the rural areas of Debub, Gash-Barka and South Sea Provinces have been able to secure livestock and productive assets over the last year (WFP - 23/04/99). The Eritrean Government has invited Oxfam to provide humanitarian assistance in the country; previously the Government had restricted the activities of international NGOs in the country (Oxfam - 27/04/99).
